The Evil Eye is an ancient curse. People who wish to spread it can do so by by glaring in anger or envy at a person who doesn’t know you’re there. Versions of this persist in many cultures and religions. People wear amulets of different types to protect themselves from the curse; these come in all shapes and sizes, but almost all of them include the image of a staring eye, as though it were gazing back at whomever might be glaring at you. Usually this is said to reflect the curse back.
There are two parts to this.
In many cultures around the world throughout history, people have believed that someone can put the evil eye on you. When they warn about this, they are talking about a hex or curse which someone can place on you by staring at you with evil intent. This is sometimes believed to be the root of a person’s bad luck, illness, and other misfortune.
The talismans and charms that protect against someone directing negative energy at you in this way are called evil eye talismans, and often take the shape of the emoji in your title.
So talking about the evil eye can refer to both the hex and the protection against the hex.
