What would it take to end a drought, specifically New York State

New York State, like much of the world is in a drought. But we have had some heavy rains recently, but I imagine they just run off into the sea and it takes more to get to the ground water and deep aquafires. What would it take to end the drought? Anything short of a winter full if snow?

Best way to end a drought is constant slight rain.

If it rains a lot at once the ground can’t soak up the water quick enough and it runs off, even worse it takes the fertile and important topsoil with it, which can lead to a problem wherever the water settles.

According to the NYS Department of Environmental Conservation, we are not in a drought. LI, the Hudson Valley, the Catskills, and West NY are under a “Drought Watch.” The rest of the state is experiencing normal conditions.
