It probably doesn’t leave the boundary of the house unless there’s external cabling.

It needs to be the shortest path.

Also: How bad are your electrics that they don’t just pop the fuse / breaker when water starts to encroach of the circuits, even if that’s the upstream breaker that connects to your house?

But why would you take the chance? Don’t go in there until advised it’s safe.
