When braking on snow or other slick surfaces, why is it that the tires seem to skid/slip the most the moment just before you stop?

First we must understand how Anti-lock Braking System works. ABS measures the speed of each wheel relative to the other three wheels and will release some of the applied brake pressure to any wheel rotating faster than any of the other wheels. If the vehicle has antilock brakes (abs), it is because at the very last second before you stop, you are going too slow for activation of the abs and therefore the abs controller does not release the brake pressures to the wheels.
