when installing the window plastic insulation sheets why is it necessary to do the plastic shrink step? Wouldn’t it suffice to just seal the plastic to the tape to prevent drafts?
Primarily to clear it up so you can easily see through it. But also, if you leave it loose it can rattle. One of the reasons for putting plastic up is to seal window leaks. So, if the window leaks the plastic will move with the leak and make noise

The biggest reason is because it creates a pocket of dead air which resists drafts and can be warmed by the sun. “Thermopane” windows pioneered this technique over 50 years ago
