when installing the window plastic insulation sheets why is it necessary to do the plastic shrink step? Wouldn’t it suffice to just seal the plastic to the tape to prevent drafts?

The biggest reason is because it creates a pocket of dead air which resists drafts and can be warmed by the sun. “Thermopane” windows pioneered this technique over 50 years ago
