Nothing, as far as I know of. It’s just a made-up combination of terms to make WuWa (Wuthering Waves, a video game) sound more, erm, sophisticated.
Convergence is the mathematical idea of tending to something (usually finite) in the limit. For instance, 1/x converges to 0 as x goes from 1 to infinity. You *could* use non-convergent to mean something along the lines of the waveform not settling down to having a nice period, but the term isn’t in standard use scientifically here (or used much at all).
