The phone companies have to let you use their service for emergency calls even if you are not their customer. So your t-mobile phone might not have connection to a t-mobile tower, but it can have connection to a verizon or at&t tower for this one purpose.

Either there is a signal, but you’re not allowed to use it unless it’s an emergency. Or there is no signal. You can’t have both.
