No, atoms become unstable when they have too many protons and/or neutrons. Adding extra electrons just gives it an extra electric charge. Electrons have very little mass and don’t affect the nucleus of an atom.

No. If an atom loses or gains an electron so the number of electrons doesn’t match the number of protons in the nucleus it is called ionized. It will want to steal an electron from another molecule, sometimes an electron with an extra atom is close by and you get a spark.
