Because sounds are vibrations, and how high or low the sound is is determined by the number of vibrations per second.

When you double the speed, you are also doubling the number of vibrations per second. Which means that the pitch becomes higher. The same is true and reverse if you lower the speed. Because you are now getting half as many vibrations in a second, the pitch is significantly lower
