For men this is because it’s not coming from the bladder but instead is coming from the urethra.

In men the urethra runs down from the bladder under the penis and then back up. This means that when men pee there is usually some urine stuck in that part of the urethra that goes down below the penis. It usually requires a few extra shakes or squeezing of muscles to get it out and is why a lot of men end up with a wet spot in the front of their pants after putting their penis back. This is because the act of putting it back can cause the urethra to line up with the penis and leak the last bit of urine out.
