when you slowly rotate the mug/jar/glass/etc, why does the water (or other drink) in it not rotate with it?

What? Don’t you know what a fluid is? The atoms aren’t touching each other so why would they move together? If you flap your hand on one side of the room your can’t expect all the air in the room to move together.
