It’s not so much as where does the water go as where the water doesn’t come from. In many cases water is stored in reservoirs for a community or communities use. If there hasn’t been enough rainfall (or there wasn’t enough snow the previous winter in the mountains, which melts in the spring and fills the reservoir) the reservoirs, which are what they sound like- water reserves – run low. Other towns and cities may draw water off of a river, which, for the same reasons above, runs low. I believe this is a pretty simple example other people might chime in with a more complex answer.
