While planes operate in heavily regulated paths, how come helicopters travel as they please without collision risk, e.g. copter cams following a car chase?

Having lived in the Los Angeles area where car chases covered by helicopters happen often, there actually is restricted airspace around airports, and news helicopters tend to avoid that area, sometimes flying a safe distance away and doing a long zoom in if the chase enters that restricted area. I’m not certain if the law enforcement choppers which actually do the tracking for the law enforcement chasers get some sort of special dispensation, but news helicopters definitely try to follow the regulations.
