Who decides what goes on a standardized test?

i guess this mainly applies to the United States, but for those who remember taking standardized tests in public school, who decided the content of those tests?

Whoever is in charge of the test. The SAT is run by College Board, a nonprofit, but there are also state and federal standardized tests which are presumably run by government education departments.
