Who decides what goes on a standardized test?

i guess this mainly applies to the United States, but for those who remember taking standardized tests in public school, who decided the content of those tests?

Depends on the test. Some are by the State or Federal board of education, some are by other groups. The SAT is by the College Board, a private non-profit.

Whoever is in charge of the test. The SAT is run by College Board, a nonprofit, but there are also state and federal standardized tests which are presumably run by government education departments.
