A few reasons come to mind

Older phones run on older android versions usually after all one day that support window for that phone has been dropped, apps tend to be optimised for the current android version…and also newer hardwarey so stuff can and will sometimes break with older phones at their end of the support / lifespan as a supported device.

Battery degradation, just having a phone exist will basically degrade it’s battery this can lead to performance issues

Companies such as samsung and apple.. xiaomi and huawei had their own debacles too… have been known and also been caught throttling older phones performance down in order to protect the battery and to keep the phone alive.

That’s not all the reasons but it is certainly a few of them.

Additional point. Some companies (most recent samsung) have been seen to run optimisation apps which throttle phones down in order to give you better benchmark results and better heat management. In truth those chips can get that performance but realistically it would overheat and throttle down after a minute or two anyway. So companies tend to lie about what the performance is… sure the processor is that powerful, in lab settings with proper cooling.. not a realistic setting. Instead they will throttle performance down to keep it alive.

Never trust specs on phones basically, the companies have a handle on it after all it is cooling that is lacking which usually limits speed here… which is why gaming phones like what asus ROG does go hard into cooling solutions, others try external fans for performance

So while your phone may be capable.. one of those throttle measures on phones may just slow your phone down as it deems the current app too taxing.
