Like the title says, why are batteries at risk to catching fire on planes? Why do they ask you to remove batteries from your luggage?

Putting them on a plane doesn’t increase the risk of them catching on fire unless it’s being crushed by not being properly packed. The problem is fires caused by lithium ion batters are practically inextinguishable.
