I understand that carbon is black so we end up with black tires. But black has max conductivity, so wouldn’t there be a possibility of overheating and bursting? Why don’t we have coat it with coloring agents so it’s with a color that’s thermally less conductive?

Colour does not affect heat conductivity. Of the three forms of energy transport: conduction (through contact), convection (using fluids as a medium), and radiation (using light as a medium) colour only affects radiation.
The sunlight falling on the tires isn’t the main source of heating it. It is the compression and decompression of air inside it when it runs. So having it of any other colour wouldn’t be much useful in this regard.
