Because by definition a disease is something that has a negative effect on the body.
See, of you have a gene that causes a genetic developmental disorder, that’s a disease. But if you have the gene that makes you immune to HIV, well that’s positive so that’s not a disease.
We only call it a disease if its negative. You cant live without bacteria in your gut, we don’t call that an infection because we need it to function normally. Bacteria that is damaging the body is an infection, that’s disease.
