Why are dodgy websites rigged to redirect you to arbitrary webpages depending on where you click? Are they just ads? Do the number of clicks benefit the website or its revenue somehow?

They used to just spam you with webpage “popups”. But then web browsers started to only allow popups when the user clicked on something (like a button). So now the dodgy webpages open popups when you click instead of whenever they feel like it.
