Whenever I have a failed download, no matter what size the file was supposed to be, it changes to 152 bytes. Is this the minimum file size or something?

Normally there’s no reason for a failed download to have a particular size (other than “0”).
Did you open the file in a text editor and see what’s actually in there? It’s probably an error page / error message from the website that just happens to be 152 bytes.
I guess you are not watching the real failed download file, but some control file used by the program.
