Until very recently, it was considered extremely disrespectful to refer to anyone other than a close friend or family member by their given name. (What we call first names in western cultures) That level of familiarity was reserved for loved ones only. News articles and historical accounts of events would certainly not omit someone’s family name from an account, because that is what was recognizable to others outside of their close circle.
This likely stems from the fact that historically, being the legitimate offspring of landed gentry came with perks that being illegitimate or “common” did not. So emphasis was placed on the importance of your family name and their connections.
