Honestly, every year we hear about houses getting destroyed by tornados (and people getting buried under). They seem to be mostly wooden houses. So, why not build concrete houses, atleast in the high risk disaster prone areas?
To withstand the force of tornados you’d have to ‘overdesign’ a concrete structure pass the point where it’s economically viable. Also as others have said, entrances/windows are all weak points that will inevitably be destroyed by a tornado.
