They essentially are. High rises are typically built on top of concrete “piers” of a specified diameter, and drilled to a depth that achieves the necessary bearing capacity for the calculated load.

Geotechnical engineers will take samples to determine whether there is bedrock with sufficient bearing capacity, or if they need to rely on the friction between the piers and the ground.
