Probably weight.

A reasonable number of wood posts/stilts could support a house.

Supporting the weight of a big hotel is a different story.

Here in California, continuous foundations are usually required for earthquake safer. You cannot have any big gaps, such as between “stilts”. As a result, out beach houses are built on higher ground, often using concrete retaining walls or sloped earth:
