It’s a quirk of their breeding. Huskies are sled dogs and were bred to live in sizeable packs of dogs used for the pull. Other dog breeds were bred in an environment where their pack was only a few individuals and vocal communication wasn’t as needed.

If you look at large packs of wolves you’ll find similar behavior where large groups are often very vocal between members of the same pack. So even in single person households, the husky sees the human as a part of their pack so they vocalize to communicate and often want their owner to talk to them in return.
