Why are so many buildings in Peru half-built?

I’ve noticed that in every city we’ve been to—Cusco, Lima, Paracas—there are many buildings that have been partially constructed. Often, the bottom floor is complete (but perhaps vacant) and the top floor(s) still have exposed rebar and are roofless. This trend appears to be for both residential and commercial structures.

Lol hahaha that’s HALARIOUS it happens there as well. It’s a mother in law sort of running joke.

It’s a common thing for low class areas where they leave the upper part “for later”. If your family grows or have money etc you just build the next floor up and leave the basics for the next floor.
That way it keeps the structure straight for the new addition.

There are no laws. Or are not follow. So poeple just build how they want to do it. Normally adding additions to existing structures.
