There might be more to it but your socks usually “slide on”. Meaning the inside of the sock slide against the skin of your feet. The force needed to drag the sock on is then proportional of the socks tension towards the skin (how tight it is) and a friction constant that is determined by the material (cloth and skin). When you are wet you most likely change this friction constant.

Tldr. The friction constant between the skin (FEET) and cloth (sock) is changed meaning it sticks more and more force is needed to make them slide
