Why are some batteries rechargeable and others are not?

It depends on the chemistry of the battery. Some, like Li-ion or car batteries are based on reversible reactions. Others are based on reactions than are either very hard to reverse (at least without shorting the battery and blowing it up), or would decompose into something different and unusable.

Non rechargeable batteries are usually cheaper to produce.
