I mean, leaving the liquid medicine aside, why are some medicine in capsule form and why are some in tablet form? Can’t they just make all of them in 1 form?

it depends on a number of factors; speed and integrity being the easiest.
how fast do you want the medicine to “start working” should the 100mg pill begin to work instantly?? Perhaps you want that 100mg pill to slowly digest and absorb
not all solid compounds can be turned to liquid and not all liquids can be turned to solids while still retaining all of their effectiveness/purpose
