Why are steering wheels on buses positioned more horizontally than vertically?

A friend casually raised this issue the other day over lunch and it stuck with me. I assume it has something to with better handling but I don’t know for sure.

When a steering wheel gets to a certain diameter you need to angle it more horizontally for it not to cut through the space where your legs would be.

In older trucks and buses you wouldn’t have power steering so the wheel would be large to provide easier leverage.

Why there is still the need for a huge wheel in modern vehicles is something I can’t answer.
