Why are the highest performance racing (F1) tires soft, but high performance summer tires for consumer cars are hard?

Because high performance summer tires aren’t the high mark for performance in passenger cars. They aren’t even the high mark for DOT legal tires. There are very soft tires for passenger cars as well, but they’re only for racing.
