Because (healthy) food contains water. Eating fruits, for example, can help quench your thirst, and this, in turn, teaches you that you can eat fruits when thirsty.

On the other hand, water is heavy, and if you drink a lot of it, you won’t have space in your stomach for more food (for a short period of time). This means that you can drink water to feel less hungry (for a short period of time).
