Why are there so many homeless camps now in California?

It’s a combination of 3 factors.
1, Housing is very expensive in California.
2, The climate in California is mild, you don’t have very cold winters, so people can reasonably live outdoors.
3, California is a liberal state, with lots of sympathy for homeless people and lots of programs to help them. This allows them to be there, and encourages them to come there.
