Why is it toilet paper is strong enough to clean you but not as strong as tissues if you blow your nose in them?

Toilet paper is specifically engineered to dissolve/break-down quickly when exposed to water, so that it doesn’t clog sewage lines or septic tanks.
Tissues are not. They are designed to hold moisture so that when you blow or wipe your nose it doesn’t immediately transfer to your hands (you should still wash them though).
You’re not using tissues are you?
