Depends what you mean exactly. If you mean the way train tracks tend to often have “cliffs” to one or either side, as if they were built below the original ground level.. well, they were.

Trains don’t handle sudden elevation changes, and what is sudden to a train is very different from what is sudden to a car or semi. A small hill will either need to be built around, or built through when it comes to trains. Going over the hill isn’t generally an option. Going through requires either digging a tunnel, which is very expensive, or digging a canyon.
