Well, you have water available and the water above the lock has some pressure relative to the lock and the below the lock. So if you can figure out how to use that water pressure to do things, you don’t need to bring power to the place.

It’s like why do the turbine engines that they use to pump natural gas through pipelines burn natural gas? Because they have it there and it saves them having to bring in other resources.
