why aren’t all mirrors optically correct?

It depends what they are being used for. A shaving or makeup mirror may be concave (curved inward), to provide a zoomed view of the face. A car’s wing mirror will be convex (curved outward), as this reflects a wider field of view, with the trade-off being that things appear more distant than they really are.
It’s hard to make a perfectly flat mirror. It would be way too expensive for the common consumer. And that amount of accuracy just isn’t needed by the public. The mirrors used by observatory telescopes are accurate within fractions of millimeters.
