Like, instead of tasers, live ammunition, etc, why isn’t there some sort of investment in making tranquilizer guns to incapacitate criminals?

Tranquilizers don’t work like they do in the movies. Enough drug to knock someone out instantly might actually kill them, while lesser amounts (with lesser chance of death) take longer to work.
The question of safe AND fast tranquilizers has been brought up many many times in the animal care sector. There are videos of wildlife veterinarians shooting bears with tranquilizers from helicopters and then chasing them for several minutes before it takes effect.
