Like, instead of tasers, live ammunition, etc, why isn’t there some sort of investment in making tranquilizer guns to incapacitate criminals?

The time it takes from a hit to the target becoming unconscious is likely longer than you think. The time is usually a couple of minutes.
There is also a fine line between enough drugs to make someone unconscious and too much that will kill you.
