Also ridiculous amount of planning, have to figure out structure of dig material and what would be above the tunnel.
Typically it takes less time and resources to go around on the surface than under. Hence more crazy winding roads around mountains than tunnels through them

They are, it’s just difficult and somewhat unusual. A tunnel is much more time consuming to build than a road and cities go through a lot of supplies. A tunnel the width of a human being isn’t going to move truckloads of food and wider tunnels are even harder to build.
Also, if you’re moving lots of supplies into a tunnel, you’re going to have traffic around the entrance that besieging forces can find and if there’s a tunnel under your walls, they can use it the same way you would.
they are kind of. they will use sewers and shelters to stage food/med delivery in active combat zones but tunneling any distance is very difficult and expensive(big heavy complex equipment and lots of planning(earth isn’t nearly as uniform as you might think))
also tunnels are death traps when discovered or bombed.
