The battery isn’t entirely discharged to zero potential, as doing so would damage the battery or cause catastrophic failure.

Your phone isn’t at 0%. That would damage the battery. It’s too low to power the phone safely so shuts off. The out of battery screen uses little battery for a short time so you know you need to charge it. If you kept brining up that screen it would eventually kill the battery enough that you wouldn’t even get that. Hopefully the battery has an overdischarge protection circuit built in to avoid getting tookw and being damaged. It would basically shut itself off instead of getting dangerously low.

Having 0 enery inside the battery, mean the battery is completly dead and need to be replaced. The out of battery screen is an interface to let know people the current level of battery is too much low to keep the device operative.
