Why can menthol be felt in some areas and not others?

When using something like Gold Bond lotion with .5% menthol, why does it cause a cooling sensation on certain areas (like my scrotum) but it does not have the same cooling effect on my hands?

Do we not have the receptors to precieve menthol in our hands? Where do we have them?

If you let it on your hands for a long period of time you’d probably notice some of that sensation, but the thickness of your skin on your hands is much greater than… below. The presence of many small blood vessels close to the surface of the skin is another factor, and of course putting menthol on a mucous membrane like your mouth or eyes would be… unwise, but a notable experience.
