Why can most computers run modern games really well but extremely stutter when emulating old games

Why can most computers run games like RDR2, Cyberpunk, etc. Really fast but when emulating ps3/Xbox360 games it lags and can barely run it?

Emulators have to convert the native cpu instruction set of the machine they are emulating to the one of the computer the emulator is running on. This creates overhead. In the case of the 360 and especially the PS3, they both have processors that are VERY different from your average windows PC.
