Why can Windows run on any hardware easily but Android requires specific ROMs for each phone?

Very simply — Windows and Android rely on drivers to talk to the hardware.  On a PC, the drivers are just files on the drive.  On an Android, the drivers are still there, but they’re baked into the ROM. So really, the difference is how the drivers are distributed and installed.
