Not sure what your experience is but most (even cheap) earphones can play fairly low frequencies. The problem is generally they don’t play low frequencies very accurately. To get more accuracy the transducer is either larger or is much more expensive. In general, getting to around 60-100Hz is already fairly good and trying to get much lower generally results in a lot of “boominess” or “muddiness” in the earphones.

The designers have to trade off between accuracy and low frequencies. Having a pronounced low end leads to poorer midrange performance (which is generally a lot more noticeable). So a lower cost product will have to be a compromise.
