Why can’t light be bent by electro magnets if light itself is an EM wave.

Since lights an EM wave , why can’t another electro magnet bend it , considering that lights made up of electric and magnetic components.

Because light can’t interact with itself. To be pushed by an electromagnetic field, the particle needs to be able to be pushed by a photon. Photons can’t push other photons, so light isn’t bent by EM.
