There’s no real precedent or framework for this, and if it happened it would set a bad precedent in which EU governments, which are sovereign governments, are expected to act a certain way or do certain things because if they don’t the entire country is kicked out. To even do that you have to legally outright define what is and isn’t allowed and once you start operating like this you’re in a precarious position where these rules may be changed and suddenly all the sovereign nations making up the union are not so sovereign after all because they’re forced to follow these rules under threat of expulsion.
Basically it’s not at all simple. It’s a legal mess with major implications if it actually happens.
