why can’t we just take the carcinogens out of cigarettes to make them safe?

I vape (8 years since real cig and don’t miss them). Would love a better way to use nicotine recreationally. There are a bunch of “medical” solutions but they cost almost as much as cigs, where as I can fulfill my vaping habbit for about 3 quid a week (based on 1 GBP a bottle and doing just under half a bottle per day).
We need a non medical version of the nicitonell inhalour at about 5 percent of the price (and maybe a nod towards reducing plastic usage)
